WINS is dedicated to the relentless pursuit of a new Sudan—a Sudan where democratic governance, social justice, federalism, and economic development are not just objectives, but lived experiences. The mission of WINS is to empower the Sudanese people in building a state that reflects their aspirations, grounded in the principles of human rights, equity, and sustainable growth.
To fulfill this mission, WINS engages in a wide range of activities, including rigorous research, evidence-based advocacy, policy development, and the creation of strategic partnerships. These activities are designed to provide foreign policy options for U.S.-based institutions and empower Sudanese stakeholders, enabling them to drive the country’s transformation.
In addition, it fosters dialogue between Sudanese and international actors to ensure that the global community supports Sudan in meaningful and constructive ways.

Advocacy for Positive Peace
WINS advocates for a peace that is not merely the absence of conflict, but is marked by justice, social inclusion, and the resolution of underlying grievances that have historically fueled violence in Sudan.
Advocacy for Democratic Governance
WINS advocates for the creation of robust democratic institutions in Sudan, ensuring that governance structures are transparent, accountable, and inclusive. In the long term, this includes supporting electoral processes that will help create a new state in Sudan, strengthening the rule of law, and promoting civil liberties.
Promotion of Social Justice
WINS champions social justice by advocating for the rights of marginalized and historically disenfranchised communities in Sudan. This objective involves addressing issues of inequality, discrimination, and exclusion, and promoting policies that ensure all Sudanese have equal access to opportunities and resources.
Support for Federalism
WINS promotes federalism as a key strategy for managing Sudan’s diversity and ensuring that all regions have a voice in the governance of the country. Economic Development

Our Approach
Research and Policy Development
WINS conducts innovative research on key issues facing Sudan, providing evidence-based recommendations that inform policy decisions at both the national and international levels. Research covers a broad spectrum, including making and realizing peace, international (and especially U.S.) policy towards Sudan, governance, human rights, federalism, economic development, and conflict resolution. WINS also produces policy briefs, reports, and other publications that contribute to the broader understanding of Sudan’s real challenges and opportunities.
Advocacy and Awareness Campaigns
WINS leads advocacy efforts aimed at raising awareness of Sudan’s challenges and the need for proper and prompt international support. These campaigns target policymakers, international organizations, and the broader public, using various platforms to disseminate information and mobilize support. WINS also engages in direct advocacy with key decision-makers, ensuring that Sudan’s problems are properly approached and addressed in global forums.
Capacity Building
